I don't know, you know more than me. 
Just I think Panaino lecture was for a public of beginners (I guess from what he says) , so maybe his thought is more elaborated.
About other astrological traditions, Boll believed that Chinese "years of animals" came from Egyptian dodekaoros (in "Sternglaube und Sterndeutung; die Geschichte und das Wesen der Astrologie")- as you remember it was Boll who suggested to Warburg the origin of  Ferrara frescos - and contacts between China, India, and Mediterranean area are possible.
For Mesoamerican tradition no idea,  astrology as we know works for our latitudes, when we are in front of Southern hemisphere we don't know even how to cast a chart...

		<description>This is great.  Thanks for translating and posting this Margherita.  

I am a big fan of Panaino's work on the Sassanian astrological traditions, although I am somewhat disappointed that he is continuing to use Pingree's distinction between "astal omens"/"astral divination" and "astrology".  

Part of this argument arises from Pingree thinking that all Hellenistic astrology was based on a purely causal framework, and there were no divinatory conceptualizations of astrology in the Hellenistic tradition and afterward.   That is obviously not the case though, and I think Pingree knew that.  

Additionally, using such a restrictive definition of 'astrology' creates problems when you start talking about other 'astrological' traditions such as Chinese astrology or Mesoamerican astrology.
